Homeless Liaison Information
The McKinney-Vento Act requires school districts to appoint a DISTRICT LIAISON, to ensure homeless students are identified, enrolled, and connected with appropriate services. This position is essential to a district’s compliance with federal and state law. The local liaison has proven to be the key to the effective implementation of the Act.
District Liasons
Local liaisons must:
- have a clear understanding of the McKinney-Vento Act
- be familiar with ways to work with their school districts and communities to identify homeless children and youth
- review policies and practices to ensure the school success of homeless students
- create awareness of the needs and rights of homeless children and youth in the school district and the community
Training for DuPage liaisons and school district staff is available through the Regional Office of Education.

Liason Toolkit
The National Center for Homeless Education's (NCHE) Local Homeless Education Liaison Toolkit is designed to orient new local liaisons to their positions and provide them with tools, strategies, resources, and links to resources to carry out their responsibilities. It is useful in providing tips, tools, and resources to veteran liaisons, as well.

The Toolkit may be downloaded in its entirety to have as a ready resource or it may be downloaded in sections to meet specific needs. Written to be user-friendly and to provide quick access to vast amounts of information, it is a publication that every local liaison should have on hand.
Common Form
The Illinois State Board of Education has developed an enrollment sheet called the "Common Form" that is designed to aide school districts as they enroll homeless students. It captures information that may be beneficial in providing services to homeless students and that will need to be reported to the state on a quarterly basis.

Posters
School districts are legally required to post information where parents may see it about the rights of homeless students. Posters that will satisfy this statutory requirement are available in both English and Spanish.
